The prequalification procedures were re-opened for new applicants of which the deadline for applications submission was 20th  January 2008. The prequalification committee had qualified two international companies and one consortium in addition to the previously qualified prospective bidders as listed below:

1. Babcock and Brown and IT Ventures Consortium
2. Samcrete
3. Saudi Bin Laden Group
4. Orascom for Construction and Industries
5. Bouyegues Batiment International
6. Abu-Dhabi Investment Company (ADIC)
7. Kharafy Group (EMAK)
8. Saudi Oger and Talaat Mostafa Consortium

All the qualified prospective bidders received an invitation on 30th  January 2008 to withdraw the modified tender documents, draft contract and annexes.
