The Egyptian Government is keen on providing a healthy legal environment to attract the CIT investments, through the preparation of many laws and regulations:
- preparation of “communication organization Law” that allows private sector companies to provide communication services.
- Law number 15 of year 2004 that allows and organizes “the Digital Signature”.
- Establishment of the “the authority of Development of CIT industry” to monitor and control the standards of “Digital Signature” and issuance of IT companies licenses.

Egypt has passed a new law that allows private sector companies to invest and provide communication services to the Egyptian community such as the mobile service provider Vodafone that has gained 48 per cent of the Egyptian market.
Egypt’s mobile industry experienced a tremendous growth since it started in Egypt MCIT is inviting multi-national companies to establish and operate a third mobile phone company working with the 3G system.
Egypt is positioned to host state-of-art customer service call centers. Egypt’s telecommunications infrastructure, combined with its highly trained IT professionals, make the country ideal for operating international service call centres, which serve banking, IT, and travel information.
In order to make the transition to e-Egypt, several new companies have been licensed to build and operate CIT infrastructure to help private Internet and data communication providers extend data communications and free Internet services throughout Egypt.
The national post authority, Egypt Post) has begun some Initiatives with partnerships in the private sector to promote e-delivery.
Internet access is available throughout the country with networks serving over one million users. Egypt has thousands of Internet sites covering a variety of markets, including its first B2B portal. New investments are required to create, implement and service all levels of e-business.
